The ECB Yorkshire Premier League want to expand from 14 teams and introduce promotion and relegation as part of huge overhaul of club cricket in the county.
A proposal to expand to two divisions was put before a meeting of member clubs in Doncaster last week.
Chairman Steve Ward said the idea - championed by Yorkshire CCC and the Yorkshire Cricket Board - met with a positive response.
But he has urged clubs across the region to shape their own future - by sending their own mandates and proposals to the league.
Ward also described the formation of a pyramid system across the county, feeding into the Premier League, as “utopia”.
“We want to hear from the clubs themselves about how they want to go forward,” said Ward.
“There’s a lot of talking still to be done but it was a successful meeting last week and clubs seem receptive to the idea of promotion and relegation.”
